要旨

本稿では、2017年4月に新たに導入された所得連動返還型奨学金制度について、マイクロシミュレーションにより財政コストを試算した。同制度の財政コストは、割引率、女性の就業状況、個人の時系列でみた所得変動の大きさという、3つの要因によって影響されることがわかった。割引現在価値でみた財政コストは、最も大きい場合は卒業時点の平均貸付残高の約4割に達し、総じて定額で返済される奨学金の場合より20％ポイント程度大きくなる。ただし、以下のような場合には、財政コストが抑制される可能性がある。すなわち、（1）割引率として2％より低い率を用いた場合、（2）既婚女性が就業をより継続するようになったり、より高い賃金で働くようになる場合、（3）時系列でみた個人の所得変動が大きくなり、所得分布におけるパーセンタイルが変化する場合、などである。
